{"id":1797,"date":"2026-04-23T10:00:00","date_gmt":"2026-04-23T13:00:00","guid":{"rendered":"https:\/\/lanuevavozdigital.com.py\/voz\/?p=1797"},"modified":"2026-04-23T09:41:22","modified_gmt":"2026-04-23T12:41:22","slug":"auditoria-confirma-universidad-de-rivas-no-estaba-habilitada-en-2020","status":"publish","type":"post","link":"https:\/\/lanuevavozdigital.com.py\/voz\/2026\/04\/23\/auditoria-confirma-universidad-de-rivas-no-estaba-habilitada-en-2020\/","title":{"rendered":"Auditor\u00eda confirma: universidad de Rivas no estaba habilitada en 2020"},"content":{"rendered":"\n<p>Un informe del Poder Ejecutivo, fechado el <strong>30 de diciembre de 2020<\/strong>, revel\u00f3 que la <strong>Universidad Sudamericana<\/strong>, donde el senador colorado cartista <strong>Hern\u00e1n Rivas<\/strong> obtuvo su t\u00edtulo de abogado, <strong>no estaba habilitada por el Cones<\/strong> para expedir t\u00edtulos de grado en ese momento.<\/p>\n\n\n\n<p>La auditor\u00eda del MEC concluy\u00f3 que la instituci\u00f3n incumpl\u00eda las normativas aplicables y recomend\u00f3 revisar todos los documentos expedidos por la universidad. El dictamen se\u00f1al\u00f3 que el sistema de control interno \u201cno es confiable ni satisfactorio\u201d y que la sede de Luque no estaba registrada para la carrera de Derecho.<\/p>\n\n\n\n<p>Pese a ello, meses antes, el MEC hab\u00eda validado en tiempo r\u00e9cord el t\u00edtulo de Rivas, permiti\u00e9ndole jurar como representante del <strong>Jurado de Enjuiciamiento de Magistrados (JEM)<\/strong> el 9 de junio de 2020.
